Flagler County is located on the East coast of Florida on the Atlantic Ocean between Daytona Beach and the St. Augustine/Jacksonville area and has a population of approximately 102,000 inhabitants covering an area of 570 total square miles.  The Flagler County Sheriff's Office has 274 employees and is the largest law enforcement agency within the County.
 
This position is responsible for managing and providing supervision and direction to the Flagler County Sheriff's Office Finance Section which includes A/R, A/P, payroll, grants, purchasing, inventory control, insurance subrogation and government banking relationships including non-profit accounts.
 
The Director is responsible for all aspects of the Sheriff's $23m budget including accounting and budget analysis, coordinating internal and external preparation of the Sheriff's budget, presentation to the Board of County Commissioners, handling federal and state forfeiture funds and related expenditure requests, contract and grant management and development along with conducting budget and expense forecasting and coordinating external audits.  Performs management studies relating to the budget. Reviews and analyzes capital requests, personnel requests, and funding proposals. Supervises work of employees assigned to the Business Services Section. This position reports to the Chief of Organizational Services.
 
REQUIREMENTS:
  • Graduation from a four-year accredited college or university with a Bachelor's degree in Business Administration, Public Administration, Accounting or related field. Master's Degree in Business Administration (MBA), Accounting or Public Administration (MPA) or CPA certification is preferred. 
  • Three years of experience in budget development, review and analysis in the public sector at a supervisor of higher level.
  • Must be proficient in Microsoft Office Programs to include Word, Excel and Power Point.
  • Experience and knowledge of the HTE Accounting and payroll software preferred.
A comparable amount of directly related experience may be substituted for the minimum educational requirements if candidates are not available that fully meet the minimum requirements of the position as posted.
 
Salary is Dependent on Experience (DOE)
