Education: Linda Davidson is the Deputy Director of the Financial Services Department for the City of Boca Raton and her responsibilities include financial reporting, management studies, debt management, pension issues, and union negotiations. She also served for 8 years as the Office of Management and Budget Director for the City of Boca Raton. Linda is a Certified Public Accountant (C.P.A.), Certified Public Finance Officer (C.P.F.O.) and a Certified Government Finance Officer (C.G.F.O.) and currently serves as President-Elect for the Florida Government Finance Officers Association (FGFOA). She has been a frequent speaker at the FGFOA Annual Conference and School of Government Finance on governmental budgeting. Linda was elected to the Executive Board of the Government Finance Officers Association (GFOA) in 2007 for a three year term and is a past member of the Committee on Accounting, Auditing and Financial Reporting (CAAFR). She also served as a state representative for GFOA for south Florida. Linda has a degree in accounting from Florida State University and is a member of the AICPA and FICPA. She is currently serving as the Chairman of the General Employees’ Pension Board of Trustees and also is a member of various service organizations including the Junior League of Boca Raton and the Boca Raton Historical Society.

R. G. (Rick) Helms is a Certified Government Finance Officer and a Certified Government Financial Manager. He received his Bachelor of Science in Finance from Webber International University. Rick has served Highlands County for a total of thirty four years, first with the Clerk of Courts for fifteen years, then with the Board of County Commissioners for the last nineteen years. Highlands County became a first time recipient of the GFOA Distinguished Budget Presentation Award under his watch as OMB Director and currently has received a total of ten awards. Rick is now serving as Assistant County Administrator of Highlands County. Rick is a member of the Association of Government Accountants, the GFOA and has been a member of the FGFOA since 1989. He served on the Membership and Publications Committee for four years including one year as chairperson, the Conference Program Committee for three years including one year as chairperson, Career Development Committee and the Nominating Committee. He initiated the drive for establishment of the Heartland Chapter and served as Chapter President. Rick served for five years on the FGFOA Board of Directors before election as Secretary/Treasurer.

Jeff Smith has been the Assistant Tax Collector for Indian River County since February 2001. Prior to his appointment as Assistant Tax Collector he served 2 1/2 years as Assistant Utilities Director for Indian River County and 6 years in the Finance Department for the Indian River County Clerk of the Circuit Court- 4 years as Assistant Finance Director and 2 years as Staff Accountant. Prior to his employment with Indian River County, Jeff was Managing Director of his own CPA firm in Vero Beach. Prior to opening his own firm, Jeff spent 4 years with KPMG Peat Marwick from 1984-1988. Jeff has been an active member of the FGFOA since October 1992, having served 5 years on the Certification Committee including 1 year as Chair and 3 years on the Conference Program Committee. He previously served as a member of the Board of Directors of the FGFOA from July 2004 through June 2006 and for 2007-2008. He has taught several review classes for the CGFO, taught a session at the School of Government Finance and has been a moderator at several FGFOA annual conferences. Jeff received a B.S.B.A from the University of Central Florida, was licensed as a Certified Public Accountant in October 1984 and received his CGFO in November 1997. Jeff is a member of the GFOA currently serving as a member of the Special Review Committee for the Certificate of Achievement For Excellence in Financial Reporting program, and also a member of the AICPA and FICPA. He is active in community organizations having previously served as Treasurer of the Indian River Habitat for Humanity and active in his church. Mary O. Anderson-Pickle is a CGFO and received a Bachelor of Science in Accounting from Florida International University. Mary has served as the Deputy Finance Administrator for the City of Palm Beach Gardens since 2001. Before accepting the position with the City, Mary spent 5 years at the Village of Wellington and 2 years with the City of West Palm Beach. Mary is a member of the GFOA and has been a member of the FGFOA since 1997. Mary was elected to the Board of Directors for the 2006/2007 year and served as the Board liaison to the School of Governmental Finance. Prior involvement in the FGFOA includes 2 years of service on the Conference Host Committee, 2 years of service on the School of Governmental Finance Committee, including 1 year as chairperson, 1 year as Chairperson for the Conference Program Committee and 3 years service on the Scholarship Committee. Mary is a member of the Palm Beach County Chapter of the FGFOA and has served as President, President Elect, Secretary and Director.

Bill Bogan has over twenty-nine years of local government experience. Bill's governmental experience is as follows: Current City Mangager of City of Quincy, Florida; over thirteen (13) years as Director of Finance with Leon County Clerk of Courts, over six (6) years as Revenue Officer (Administrator) for the City of Tallahassee, and over (7) seven years as an Accountant with the City of Gainesville Regional Utilities. He received his BS from the University of Florida with additional education at the University of Florida and Florida State University. Bill has been a member of the FGFOA since 1986. Mr. Bogan has served on the Legislative Committee for one year and served as Chairman that committee 2003-04. Mr. Bogan has also been a speaker at the FGFOA conference. He has served as moderator at the Annual Conference, School of Government Finance and written articles for the FGFOA newsletter. Bill served as GFOA State Representative for the Northern Region (1993-2003). Mr. Bogan is a founding member of the Panhandle Chapter. He is a member of the FICPA, AICPA, and NABA (National Association of Black Accountants).

Christopher Lyons graduated from Long Island University’s School of Professional Accountancy, Summa Cum Laude, with a Bachelor of Science. In 1978 he began his career with Touche Ross & Co. as an auditor, servicing clients in the governmental, not-for-profit, financial, defense, manufacturing, and sports franchise industries. In 1979 he successfully completed the requirements to become a Certified Public Accountant in the State of New York. In late 1981, he relocated to the Sarasota area and joined a four office CPA firm, in which he became a partner during 1985. In 1982 he was granted reciprocity as a CPA in the State of Florida. His employment with the City of Sarasota began in 1987 as the Accounting and Payroll Manager. In 1989 he was promoted to Budget Director, which included oversight of the annual budget and capital improvement processes. In 1991 he was promoted to Deputy Finance Director, which consolidated the budget and capital improvement processes with the Assistant Finance Director functions. In September 2007 Mr. Lyons was promoted to Finance Director. Mr. Lyons has been a Certified Government Finance Officer in Florida since 1995 and a Certified Public Finance Officer since 2001. Mr. Lyons is a member of the AICPA, the FICPA, the GFOA, the FGFOA, and the Southwest Florida chapter of the FGFOA. He served as President of the chapter during the 2004-2005 fiscal year. Regarding participation in the FGFOA, he served as a member of the Fee Analysis Ad-Hoc Committee, Chair of the School of Governmental Finance Committee for 2003-2004, and Chair of the Host Committee for the Annual Conference for 2005-2006.

Kent has served in various positions in municipal finance over the past 24 years, currently serving as the City of Jacksonville’s Budget Officer since January 2007. Previously, he served as the City of Orlando’s Assistant Treasurer and Treasurer, the Finance Director for the City of Palm Beach Gardens and as a Finance Director for two smaller communities in Illinois.
Kent has been active in the Florida Government Finance Officers Association, serving as Committee Chair for the Member Services Committee and the Legislative Committee, which he currently chairs for a second time. He has also served as President of both the Palm Beach County and Central Florida Chapters of the FGFOA. While in Illinois, Kent served as chair of the Legislative Committee and as a Director for the Illinois Government Finance Officers Association. Kent earned a Bachelor of Science degree in economics-finance from Millikin University in 1982 and a Master’s of Public Administration degree from Syracuse University in 1983. He became a Certified Government Finance Officer in November 1996.

Francine L. Ramaglia is a CPA and received a Bachelor of Science in Business Administration from Florida Atlantic University. Francine has served the Village of Wellington as Director of Financial and Administrative Services since 1994. Prior to that, she was a senior manager with KPMG. She is a member of the Government Finance Officers Association (GFOA), the Florida Government Finance Officers Association (FGFOA) where she has served in many capacities including: board member, liaison to School of Governmental Finance Committee, liaison to Membership and Publications Committee, Chairperson of the School of Governmental Finance Committee, member of Legislative Committee, member of Nominating Committee, member of Conference Program Committee and member of Conference Host Committee, the American Institute of Certified Public Accountants (AICPA), the Florida Institute of Certified Public Accountants (FICPA), and the Palm Beach County Chapter of the FGFOA where she is currently serving as President and has been a past Secretary, past Board Member, pas Social Chairperson and a member of various committees. She also participates as a budget reviewer for the GFOA Distinguished Budget Awards Program and is a member of the FGFOA’s national FOCAL team. Francine serves as a Board Member to the Florida Municipal Investment Trust Advisory Committee. Francine is also a Board Member on the Palm Beach County Fire and Rescue Advisory Board and is currently Vice-Chairperson of the Board.

Diane Reichard received a Bachelor of Arts in Business Administration (Accounting and Management) from St. Leo University in 1995 and a Master of Accountancy from the University of South Florida in 1999. Diane currently serves as Finance Director for City of Temple Terrace. Prior to her current position, she served the City of Leesburg for 19 years in various positions including Deputy Finance Director. With Diane’s assistance, Leesburg received their first ever GFOA Distinguished Budget Award in 1999-2000. She has been a member of the Florida Government Finance Officers Association (FGFOA) since 1996, where she has served in many capacities including the Certification Committee, Conference Host Committee, Legislative Committee, Technical Resources Committee, Nominating Committee, Lifetime Achievement Award Committee, and the Ad-Hoc First Time Attendees Committee. Diane became a Certified Public Accountant (CPA) in 1999, earned a Certified Government Finance Officer (CGFO) designation in 1999, and Certified Public Finance Officer (CPFO) in 2008. She was President, Vice-President, Treasurer and Director of the Central Florida Chapter of FGFOA, has served on the State Board of Directors for three years. Diane is a member of GFOA, AICPA, and the Hillsborough Chapter of FGFOA. Her involvement with FGFOA also includes speaking at the conferences and various training sessions for FGFOA, GFOA, and FACC.

Ted Sauerbeck is an Audit Director with the Auditor General’s Office who has responsibilities related to financial and operational audits of community colleges, universities, district school boards, and local governments. He is also responsible for professional practice for all divisions. Prior to his current responsibilities, for three years he was an Audit Manager responsible for financial and operational audits of community colleges and State universities. Prior to that, for many years he was an Audit Supervisor responsible for audits of local governmental entities and nonprofit organizations, the local government financial reporting system performance audit, and other statewide local government-related projects. Ted is a graduate of the University of Central Florida. He is a certified public accountant and certified government finance officer. In addition to being a member of the Florida Government Finance Officers Association (FGFOA), Ted is a member of the American and Florida Institute of Certified Public Accountants (FICPA), and is currently serving on the FICPA State and Local Government Section Resource Council. Ted has been a frequent speaker for the FGFOA and FICPA, and has authored or co-authored articles on various topics for the FICPA and FGFOA.

Barry H. Skinner is currently the Deputy Director of Finance and Accounting with the Orange County Comptroller’s Office. He has been with the Comptroller’s Office since April 1985. Barry has been an active member of the FGFOA having served as chairman of the Certification, Technical Resources, Career Development, and School of Government Finance Committees. He has taught several review courses for the CGFO Program and moderated at several FGFOA annual conferences and Schools. Barry received a B.S.B.A from the University of Central Florida, was licensed as a Certified Public Accountant (C.P.A.) in 1992, as well as a Certified Government Finance Officer (C.G.F.O.) in November 1996, and a Certified Public Finance Officer (C.P.F.O.) in June 2001.
